NMA condemns arrest of doctor who attempted to save suicide victim
    By Ummul Idris

The Nigerian Medical Association (NMA) have condemned the alleged harassment and intimidation by the Police of a doctor, Dr Daniel Eitokpha who attempted in vain to rescue a suicide victim.

Dr Ekpe Phillips Chairman of the NMA in the FCT told newsmen in Abuja that the attack was a case in point to many other attacks on doctors by the Police.

Phillips berated the police for manhandling, arresting and detaining the doctor whom they said was only being very patriotic in attempting to save someone who had attempted suicide.

He said the action of the police was unfortunate and unprofessional, adding that the attack was dehumanising and an act of intimidation.

The FCT Chairman of the NMA narrated that Dr Eitokpah was detained for attempting to rescue and perform Cardiopulmonary Resuscitation (CPR) on a suicide victim who hung himself at Sunnyvale Estate, Lokogoma District Abuja.

Phillips said that Eitokpah was immediately held as a suspect thereby causing so much damage on his image, moral and professional status as a medical doctor.

This is indeed worrisome and indicates what some innocent Nigerians pass through everyday in the hands of the law enforcement agents.

According to him, Eitokpah graduated from Ternopil State Medical School, Ukraine in 2016 and returned to Nigeria as a Brain gain to serve his country only to experience this harsh and hostile treatment from those who are supposed to protect him.

When the team of Police arrived the scene, Eitokpah identified himself as medical doctor, a youth corps and explained the situation he met on ground to the police, expecting commendation.

He was rather rebuked, arrested and immediately termed a suspect after being addressed in a demeaning manner, this is indeed really unfortunate, he said.

Phillips said that this was one of the many harassment NMA members passed through in the course of discharging their duties as professionals.

He called on the appropriate authority in the police to call its officers and men to order and put an end to the incessant harassment and criminalisation of doctors, not only in FCT but in Nigeria at large.

He stated that Eitokpah now feels afraid and insecure in his country because of the behaviour of the Police who termed him a suspected murderer instead of protecting him after detailed identification, explanation and confirmation by other witnesses.

But for the CCTV footage, Dr Daniel Eitokpah would have still being in detention and perhaps would have been sentenced to death for trying to save the life of a neighbour, a Nigerian. The CCTV footage actually revealed that the RCCG gospel artist ucceeded in committing suicide solely for over 4 hours.

It is unfortunate that those who drew the attention of the public and put an emergency call to the police were also arrested, intimidated and harassed.

It appears that if you see an emergency situation that requires urgent attention, one should quietly walk away, he wondered.

The NMA however demanded for public apology to Dr Eitokpah, his family and NMA-FCT, adding that the police should stop further harassment and intimidation of medical doctors and other health professionals on duty.

Obasanjo lashed over Boko Haram comment, FG demands apology
Nigerias Federal Government has asked former President Olusegun Obasanjo to tender a public apology over his comments imputing ethno-religious motive to Boko Haram and ISWAP.

Government also asked him to withdraw the statement it described as deeply offensive and patently divisive.

It said such indiscreet comments are far below the status of an elder statesman.

In a statement issued in Abuja on Tuesday, the Minister of Information and Culture, Alhaji Lai Mohammed, said it was particularly tragic that a man who fought to keep Nigeria one is the same one seeking to exploit the countrys fault lines to divide it in the twilight of his life.

He said Boko Haram and ISWAP are terrorist organizations pure and simple, adding that they care little about ethnicity or religion when perpetrating their senseless killings and destruction.

Since the Boko Haram crisis, which has been simmering under the watch of Obasanjo, boiled over in 2009, the terrorist organization has
killed more Muslims than adherents of any other religion, blown up more mosques than any other houses of worship and is not known to have spared any victim on the basis of their ethnicity. It is therefore absurd to say that Boko Haram and its ISWAP variant have as their goal the Fulanisation and Islamisation of Nigeria, West Africa or Africa, Alhaji Mohammed said.

He said President Buhari put to rest the mis-characterization of Boko Haram as an Islamic organization when he said, in his inaugural speech in 2015, that Boko Haram is a mindless, godless group who are as far
away from Islam as one can think of.

The Minister said Obasanjos comments are therefore as insensitive and mischievous as they are as offensive and divisive in a multi-ethnic and multi-religious country like Nigeria, wondering whether there is
no limit to how far the former President will go in throwing poisonous darts at his perceived political enemies.

He said Obasanjos prescriptions for ending the Boko Haram/ISWAP crisis, which include seeking assistance outside the shores of
Nigeria, are coming several years late, as President Buhari has done that and more since assuming office, hence the phenomenal success he has recorded in tackling the terrorists.

Shortly after assuming office in 2015, President Buharis first trips outside the country were to rally the support of Nigerias
neighbours Benin, Cameroon, Chad and Niger for the efforts to battle the terrorists. The President also rallied the support of the
international community, starting with the G7, and then the US, France and the UN.

That explains the massive degrading of Boko Haram, which has since lost its capacity to carry out the kind of spectacular attacks for
which it became infamous, and the recovery of every inch of captured Nigerian territory from the terrorists, Alhaji Mohammed said.

He said Obasanjos call for wide consultations with various groups as part of the efforts to tackle the Boko Haram crisis has been
neutralized by his ill-advised comments which have served more to alienate a large number of Nigerians, who are offended by his tactless
    and distasteful postulation.

The Minister called on the former President, whom he said took bullets for Nigerias unity, not to allow personal animosity to override his love for a united Nigeria, saying it will not be out of place if he withdraws his unfortunate statement and apologizes to Nigerians.

Journalists accreditation: Saraki distances self from new guidelines
    By Taiye Agbaje

President of the Senate, Dr Bukola Saraki says he is unaware of alleged new guidelines by National Assemblys Director of Information, Emmanuel Agada, for accreditation of journalists covering the activities of the legislative arm.

Saraki, who stated this on Tuesday through his aide, Olu Onemola, Special Assistant on New Media, said the controversial guidelines would promptly be investigated.

The News Agency of Nigeria (NAN) reports that the National Assembly management had in two separate letters released 20 stringent conditions for journalists and media houses accreditation.

In a tweet, Onemola said the senate president remains committed to the freedom of the press.

He said Sarakis antecedents as the chairman of the eight National Assembly showed that he has always believed in the right of journalists to operate unhindered in order to promote transparency.

The tweet reads: The attention of the President of the Senate, Dr Abubakar Bukola Saraki, has just been drawn to a story that is circulating on social media about the National Assembly issuing new guidelines to journalists.

These alleged guidelines have not emanated from either the Senate President or the Speaker, and will be promptly investigated.

The public should note that the 8th National Assembly has been committed to the freedom of the press as exemplified by its work to bring governance closer to the people through live streams and live tweets.

This is because the leadership of the 8th National Assembly believes strongly in the freedom of the press and in carrying the Nigerian public along.

Hence, the senate president and all his colleagues will continue to work to ensure that these freedoms remain unhindered.

Unregistered SIM cards dealers fraudulent NCC
    By Hajara Leman

The Nigerian Communication Commission (NCC) on Tuesday lamented that in spite of enlightenment efforts, some customers still deal in unregistered SIM cards.

Mr Sunday Dare, Executive Commissioner, Stakeholder Management , NCC, said during a North East regional sensitisation workshop in Gombe that Nigerians must appreciate the dangers associated with fraudulently activated SIM cards.

As we all know, the objective of subscribers registration is basically to assist in easy identification of mobile telephone users and detection of crimes committed through the use of mobile phones, hence the need for proper registration.

The availability of improperly registered SIM in any corner of Nigeria, is a threat to the security of all, he warned.

He said the Commission had carried out enforcement activities throughout the country and registration agents had been arrested while registration machines and fully activated SIMs by agents were confiscated.

He said perpetrators of such act were prosecuted and fine had been imposed on them.

He said the workshop would address all these challenges and come out with solutions on how to tackle those issues.

In his speech, Director Compliance Monitoring and Enforcement, NCC. Mr Efosa Idehen, said sales of already registered SIM cards by agents to the public, was a crime.

He said mobile network operators and their agent must abide by the laws which prohibited the release of fully activated SIM into the market.

News Agency of Nigeria (NAN) reports that participants were drawn from the six states of Adamawa,Bauchi,Borno,Gombe Yobe and Taraba states.

Macron invites Buhari to Africa-France Summit

French President Emmanuel Macron has invited President Muhammadu Buhari to the Africa-France Summit scheduled for June 2020 in Bordeaux, France.

Secretary General, Africa-France Summit, Stephanie Rivoal, said this when she visited the Minister of Foreign Affairs, Mr Geoffrey Onyeama, on Tuesday in Abuja.

She said that the summit with the theme Sustainable Cities was aimed at helping African countries resolve the rural-urban drift among other challenges bedevilling the continent.

According to her, Nigeria is expected to showcase its projects that have been proven to work at the two day summit for all stakeholders involved in development of cities.

She said it was the wish of Macron for Nigerias president to attend the summit because of the importance of Nigeria in the continent.

Rivoal also said that the summit, unlike every other summit is expected to provide concrete solutions to the challenges facing cities in Africa.

I will appreciate it if President Buhari will come with a delegation of people involved in city development.

She stressed that the summit wanted to provide a forum in which ministers share ideas with one another on concrete solutions to development of cities.

Stakeholders will be there to look at what is the best for the people that live in those cities.

Besides, there will be concrete commitments by stakeholders and this will be followed up at the end of the summit, she said.

According to her, issues like how to ensure access to health, water, power and the rest will be discussed and also waysto make the rural areas more attractive to the people so as to curb rural-urban drift.

This she said explained why the summit would be hosted in Bordeaux instead of the bigger city, Paris.

The grand finale will be a football match between the World Champions, France, and the winners of the 2019 African Cup of Nations taking place in Egypt in June.

Onyeama appreciated the invitation and said that Nigeria would love to be part of the summit.

The minister said it was very important for Africa to manage growth and make the continent lively adding that it was something every society really had to address as cities were becoming a challenge.

According to him, President Buhari is looking at how rural-urban drift can be curbed.

The challenges in improving quality of lives; to slow down and reverse the trend of urban-rural drift is something we are looking at and we hope to attain.

Building up the economy of rural cities is an excellent idea. We have to look at how to make rural cities friendly for the people.

I am sure that Mr President will keep the date as it is something he will consider, the minister said.

Military pension: Centre commends FG over reforms
    By Emmanuel Afonne

The Centre for Peace, Transparency and Accountability (CPTA) has commended the Federal Government for regularising payments of pensions and gratuity of retired military officers.

The Centre said the gesture has boosted the morale of serving personnel, especially those fighting insurgency.

CPTA in a statement issued on Tuesday by the Executive Director of the Centre, Mr Patrick Ogheneyero, , commended the Minister of Defence Mansur Dan Ali, for the transformation.

Ogheneyero said theera had gone when retired military personnel littered the streets begging for survival.

He noted that the development had helped to address most security concerns.

We have scrupulously reviewed the security situation in Nigeria in the last four years, we appreciate the resolute determination of the military that has ensured that parts of the Nigerian territory overrun by Boko Haram and other terrorist groups were reclaimed.

One factor, we have seen as a good motivation is the attention to the pensions and other benefits of military officers, the minister of defence has paid particular attention to matters of military pensions and gratuities.

We have also studied the diligent and transparent manner military pensions have been managed under the current chairman of the board.

We hope other pension funds administrators will learn lessons from the Military Pensions Board, Ogheneyero said.

No plans to proscribe NUPENG Ngige
    By Joan Nwagwu

The Minister of Labour and Employment, Dr Christ Ngige, has denied the allegations by the Nigeria Union of Petroleum and Natural Gas Workers (NUPENG) and the Nigerian Labour Congress (NLC) that he was on a vendetta mission to proscribe NUPENG.

Ngige said this in a statement by Mrs Rhoda Iliya, Head, Press and Public Relations in the ministry, on Tuesday in Abuja.

The News Agency of Nigeria (NAN) recalls that NLC had on Monday called on the minister to withdraw a letter written to NUPENG, which allegedly directed the union to submit its financial returns within 72 hours.

The minister described the allegation by the labour union as cheap and unconscionable lies.

What a mischief from two organisations that have traded decorum for cheap propaganda.

On 13th May, 2019, a letter was written by the Department of Trade Union Services and Industrial Relations (TUSIR) of the Federal Ministry of Labour and Employment, precisely by the Registrar of Trade Union to both the NUPENG and Trade Union Congress (TUC).

The letter draw the attention of the Unions to the non-rendition of their financial returns for the years 2017 and 2018.

The letter directed that the unions should comply according to the provisions of Sections 40 and 37(i) of the Trade Unions Act of 2004.

It states that every registered body shall send to the registrar before 1st June in each year, an annual return in the prescribed form and shall be certified as correct by the duly appointed auditor.

The NUPENG and TUC being in breach of this Section 37(i), the Registrar of Trade Union invoked Section 40 of the Trade Unions Act Cap T.14(LFN) 2004, which gives the Registrar of Trade Union powers to request that all the books of accounts of defaulting unions be submitted to the Registrar for further scrutiny to make for accountability in the management of the unions funds, he said.

He said that this include check-of dues of workers deducted at source from their salaries.

Ngige explained that the TUC President personally came to the ministry to explain his predicament and asked for extension of time on compassionate ground.

The ever combative, arrogant and ill-informed NUPENG leadership took to the press for base name-calling, reminding everyone of their ill-fated invasion of the private residence of the Hon. Minister and asking this group of junior cadre oil workers.

This is especially tanker drivers to be on red alert for strike, thus threatening Nigerians instead of apologies for being in default. We warn NUPENG to cease forthwith with this senseless bogey of tanker drivers.

It is evident that the ministry was only carrying out its statutory functions. NUPENG was not singled out, neither was it asked to provide only the annual report of 2018 as they had conducted their 2019 conference.

The ministry therefore wishes to state that the minister has no intention of proscribing NUPENG or any Union whatsoever, though constitutionally empowered to do so if need be, he said.

He warned the leadership of NUPENG to desist from misleading the public by spreading false information about the ministry.

In the same vein, the Ministry notes that NLC, who unfortunately is crying more than the bereaved, knowing full well that NUPENG is affiliated to the United Labour Congress(ULC) has suddenly realised that the minister was the only competent authority in all labour matters in line with the provisions of the ILO.

How we wish it had realised this all the while and not engage in a futile, ill-advised skirmish with the Hon. Minister over a constitutional right of the President to make political appointments, he said.
