In full legal terms what can one actually claim is forgery? Does the current case of Senate Rules Forgery scandal be used as a standard yardstick for the definition of Forgery?

Recently there's been cries from many quarters and most importantly from Africa'a Richest man, Dangote, that Nigeria should sell off it's National Holdings in Companies like LNLG and Joint venture holdings in Oil and Gas in order to get out of the current recession.
