An Individual, group or organisation who may affect, be affected by, or perceive itself to be affected by a decision, activity or outcome of the project.

When stakeholders are not properly identified, the chance of meeting expectation is little.

The more stakeholders, the more complex communication gets.
Stakeholders are commonly placed into 3 distinct groups.

The 1st group of stakeholders are those within the project, i.e the Project team.

The 2nd group of stakeholders are those outside the project, but within the organisation. The group includes the sponsor, functional managers, program managers, portfolio managers and organisational groups.
- The 3rd group of stakeholders are those outside of the organisation. This group includes business partners, sellers or suppliers, customers or users, government regulators and possibly other entities as well.
