The Economic Community of West African States (ECOWAS) Parliament has scheduled a joint delocalised meeting in Lome, Togo, to discuss implementations of ECOWAS Institutions audit reports in a bid to promote accountability and good governance.

The Communications Directorate of the ECOWAS Parliament in a statement on Sunday in Abuja stated that the localised meeting would hold from May 16 to May 20.

The parliament stated that the meeting would focus on the theme: The modalities for the practical implementation of Articles 9 and 11 of the Supplementary Act of the Parliament, in respect of the consideration of the community audit reports.

According to the parliament, the main objective of the meeting is to enable members of the Joint Committee to examine Articles 9 and 11 of the Parliaments Supplementary Act on the examination of Audit Reports of Community agencies and institutions.

It said the aim is to better understand and take ownership of their implementation.

The meeting holds from 16 May to 20 May 2022, at Lom, the capital of the Republic of Togo.

It said four of the 14 standing committees of the parliament would form a Joint-Committee to discharge their committees mandate as it related to the theme in focus.

It named the committees as: Public accounts/Administration; Finance and Budget/Macroeconomic policy; Economic research/Trade; Customs and Free movement.

The Committee on Public Accounts will be the lead committee for the Joint-Committee meeting.

This de-localised meeting also provides an opportunity for the regions representatives to strengthen and consolidate the collaboration between all Community institutions.

Particularly, the ECOWAS Parliament and the Office of the Auditor General of ECOWAS Institutions, in the implementation of Articles 9 and 11 of Parliaments Supplementary Act.

In accordance with Articles 9 and 11 of the Supplementary Act on the Enhancement of the Powers of the ECOWAS Parliament, the annual Audit Report of ECOWAS institutions and agencies are among the areas in which the Parliament must be consulted, in order to give its opinion.

The objective of this exercise is to contribute to the promotion of accountability and good governance within community institutions and agencies.

The parliament said it expected that various presentations by sector experts and resource persons during the meeting would elucidate the importance of parliamentary intervention in the process of control and promotion of transparency in the use of Community resources.

The ECOWAS Parliament is composed of 115 seats. Each of the 15 member states is guaranteed an allocation of five seats.

The remaining 40 seats are distributed in proportion to the population of each country.

Consequently, Nigeria has 35 seats, Ghana 8, Cte dIvoire 7, Burkina Faso, Guinea, Mali, Niger and Senegal have six seats each.

The other countries, namely Benin, Cape Verde, Gambia, Guinea Bissau, Liberia, Sierra Leone and Togo have five seats each. (NAN)

Gov. Simon Lalong of Plateau has decried the threat to cultural heritage in the country by globalisation.

The governor expressed the concern on Saturday during the annual cultural festival of Ilum OTarok, celebrated by the Tarok nation in Plateau,at the Langtang mini stadium, Langtang North Local Government Area .

I must re-emphasise the need for continuous propagation and sustenance of our rich cultural heritage that is under threat by globalization.

Many of our cultural practices are gradually being abandoned while our languages are fast disappearing by the day especially among our younger generation.

This is a concern that I want the Tarok nation to take very seriously considering the fact that other tribes also face similar threats, he said .

He commended the Tarok nation for the patriotism they displayed for their culture and tradition in every location they found themselves .

I am happy that the Ilum OTarok has taken the lead in this new vista of cultural renaissance in Plateau State.

This is not surprising considering the patriotism and sense of pride with which all sons and daughters of Tarokland hold and display their culture and tradition wherever they find themselves.

This is a good virtue that must be sustained at an event like this, he said .

Lalong assured the Tarok nation of completing on going projects in their region saying the General Hospital at Mabudi in Langtang South local government and the Langtang Water Treatment Plant were completed .

He added that the Legacy project in Shishi would also be completed soon while the Gazum Road, Langtang-Garkawa Road and Kadarko Road would also be done.

The governor also commended the Tarok nation on their efforts to maintain peace and security in their area saying, the government was doing its best to end the activities of criminals and crises merchants in the state.

Speaking at the event, the Emir of Dass of Bauchi, Alhaji Usman Othman, stressed the need for peace, unity and harmony among the Tarok people as well as with its neighbours.

In his remarks , the National President of Ngwang Ishi OTarok, Amb. Nanpon Sheni, described the festival as a platform to appreciate their culture, while charting ways of addressing critical challenges in education, infrastructure, water, health and economic prosperity. (NAN)

The National Drug Law Enforcement Agency (NDLEA) has seized 203, 879 tablets of various pharmaceutical opioids and illicit substances in raids across Abia, Kaduna, Yobe and Kogi States.

The NDLEA said this in a statement by its Spokesperson, Mr Fem Babafemi, on Sunday in Abuja.

Babafemi said that the agency also foiled fresh bids by drug cartels to export Tramadol, Ecstasy MDMA and Cannabis to Milan, Italy and Dubai, United Arab Emirates through the Murtala Muhammed International Airport, MMIA, Ikeja, Lagos.

He said that five members of a syndicate, in the business of conducting fake recruitment into security agencies were also arrested in coordinated operations in Zamfara, Kebbi and Bauchi States.

Babafemi said that a female passenger was arrested at the Lagos airport, May 9, while trying to board Royal Air Moroc flight from Lagos via Casablanca to Milan, Italy, with 1000 tablets of Tramadol 200mg concealed in food items.

He said five days after, a freight agent was also arrested at the SAHCO cargo shed of the airport for attempting to export food items in which were hidden blocks of cannabis weighing 6.65kg and 24grams of ecstasy drug, MDMA to Dubai in UAE.

In Abia, three trucks loaded with drugs coming from Lagos and Onitsha, Anambra were intercepted in Aba, Abia. When properly searched in the presence of the owners on Wednesday May 11, 67,100 tablets/capsules of Tramadol and 12,650 ampules of pentazocine, morphine and dopamine were recovered.

On the same day, NDLEA operatives in Kaduna arrested a notorious drug dealer, wanted by the Kastina Command of the agency for jumping bail.

Recovered from him include: 45,000 tablets of Diazepam weighing 41.5kg; 50,000 tablets of Exol, weighing 15.6kg; 1,500 tablets of Rohypnol weighing 700 grams and 300 bottles of codeine weighing 41.5kg, he said.

According to him, in Yobe, no fewer than 7,029 tablets of Tramadol, D5, and Exol as well as 1.5kg cannabis were recovered from a drug dealer, when his hideout was raided in Unguru town May 8, while in Rivers another suspect was arrested at Eleme area on May 11 with 207.2kg cannabis.

No less than 19,600 tablets of Tramadol coming from Onitsha, Anambra to Abuja were intercepted and recovered along Okene/Abuja highway on May 11 by NDLEA operatives in Kogi.

Meanwhile, five members of a syndicate, which conducts fake recruitment into security agencies, have been arrested in coordinated operations in Zamfara, Kebbi and Bauchi States.

Leader of the gang, was first arrested in Gusau, Zamfara. He said his criminal gang issued fake NDLEA employment letters and identity cards to unsuspecting members of the public for the sum of N400, 000 per person.

A follow up operation in Zuru, Kebbi led to the arrest of another gang member, while three others; were nabbed in Bauchi State.

Recovered from them include: a fake NDLEA ID card; NDLEA guarantor form; INEC offer of appointment letter; Nigerian Customs Special Replacement Form and appointment letter; Nigerian Correctional Service Replacement Form; credentials of some applicants; receipts and passport photos; five sim packs and one MTN SIM card.

The Nigerian Communications Commission (NCC) has alerted telecom consumers and members of the public on an ongoing cyber-vulnerability which allows a nearby hacker to unlock vehicles, start their engines wirelessly and make away with them.

The NCCs Director of Public Affairs (DPA), Dr Ikechukwu Adinde, made this known in a statement on Sunday in Abuja.

Adinde quoted the latest advisory released by the Computer Security Incident Response Team (CSIRT) established by the NCC, as saying:

The fact that car remotes were categorised as short-range devices that make use of Radio Frequency (RF) to lock and unlock cars informed the need to alert Nigerians on this emergent danger.

The vulnerability is a Man-in-the-Middle (MitM) attack or, more specifically, a replay attack in which an attacker intercepts the RF signals normally sent from a remote key fob to the car.

It manipulates these signals and re-sends themlatertounlock the car at will.

With this latest type of cyber-attack, it is also possible to manipulate the captured commands and re-transmit them to achieve a different outcome altogether.

Multiple researchers disclosed a vulnerability, which is said to be used by a nearbyattacker to unlocksome Honda and Acura car models and start their engines wirelessly.

The attack consists of a threat actor capturing the RF signals sent from your key fob to the carand resending these signals to take control of your cars remote keyless entry system, the advisory stated.

He, however, said that the NCC-CSIRT, in the advisory, had offered some precautionary measures or solutions that could be adopted by car owners to prevent falling victim.

According to the cyber-alert unit of the commission, when affected, the only mitigation is to reset your key fob at the dealership.

Besides, the affected car manufacturer may provide a security mechanism that will generate fresh codes for each authentication request, this makes it difficult for an attacker to replay the codes thereafter.

Additionally, vulnerable car users should store their key fobs in signal-blockingFaraday pouches when not in use.

He advised car owners in these categories to choose Passive Keyless Entry (PKE) as opposed to Remote Keyless Entry (RKE), which would make it harder for an attacker to read the signal due to the fact that criminals would need to be at close range to carry out their nefarious acts.

He explained that the PKE is an automotive security system that operates automatically when the user is in proximity to the vehicle, unlocking the door on approach or when the door handle is pulled.

He also said that the user locks it when walking away or touches the car on exit.

He added that the RKE system, on the other hand, represents the standard solution for conveniently locking and unlocking a vehicles doors and luggage compartment by remote control.

In a related advisory, he said that the NCC, based on another detection by CSIRT, wishes to inform the general public about the resurgence of Joker Trojan-Infected Android Apps on Google Play Store.

This arose due to the activities of criminals who intentionally download legitimate apps from the Play Store, modify them by embedding the Trojan malware and then uploading the app back to the Play Store with a new name.

The malicious payload is only activated once the apps goes live on the Play Store, which enables the apps to scale through Googles strict evaluation process.

Once installed, the apps request for permissions that once granted, enable the apps to have access to critical functions such as text messages and notifications.

As a consequence, a compromised device will subscribe unwitting users to premium services, billing them for services that do not exist. A device like this can also be used to commit Short Messaging Service (SMS) fraud while the owner is unaware, he said.

Adinde said that the app could click on online ads automatically and even use SMS One-Time Password (OTPs) to secretly approve payments without checking bank statements.

He said that the user would be unaware that he or she had subscribed to an online service.

He further said that other actions, such as stealing text messages, contacts, and other device data, were also possible.

He cautioned that to avoid falling victim to this manipulation, Android users should avoid downloading unnecessary apps or installing apps from unofficial sources.

According to him, the NCC also advises telecom consumers to ensure that apps installed from the Google Play Store are heavily scrutinised by reading reviews, assessing the developers, perusing the terms of use and only granting the necessary permissions.

The commission recommends that unauthorised transactions be checked against any installed app.

Indeed, any apps not in use should be deleted while users are also advised to ensure that a device is always patched and updated to the latest software, he said. (NAN) (www.nannews.ng)

The Ooni of Ife, Oba Adeyeye Ogunwusi, has reiterated the need for religious and ethnic tolerance among Nigerians, emphasising the strength in a multi-religious and multi-ethnic society as Nigeria.

Ogunwusi made the appeal at the palace of Oba Ademola Elegushi of Ikate Kingdom in Lagos State, where the Elegushi conferred traditional titles on eminent Nigerians.

He said this in a statement issued by Mr Temitope Oyefeso, Special Assistant, Public Affairs to Oba Elegushi, on Sunday in Lagos.

The Ooni said, While our tongues and faith may differ, there is a purpose for being Nigerians under the umbrella of the same country.

Everyone should explore the opportunities of the diversity towards attaining a prosperous and peaceful nation.

Oba Ogunwusi said that with the conferment of traditional titles on Nigerians of different ethnic and religion, Oba Ademola Elegushi was using the traditional stool to echo the message of unity for development.

He said that the conferment had again demonstrated the spirit of brotherliness among Nigerians of non-Yoruba speaking tribe.

Speaking, Oba Elegushi said that the Nigerians being honoured were carefully selected in recognition of their contributions towards the development of Ikate Kingdom and Lagos State.

The Oba said that the honour was done as part of his palaces commitment towards improving the relationship that exists between Ikate Kingdom and those who live and do business within the community.

Elegushi added that the gesture was also to bring to the fore, the impact of the recipients investments on the lives of the people and the transformation of the community.

Among those honoured were: Oliver Cohnen, a German and Managing Director of AFP Furniture; the real Estate expert, Chiedu Nweke; an IT expert and former IBM Country Manager, Akin Bolarniwa and a renowned legal practitioner, Adeoeju Omotayo.(NAN)

Igoche Mark, President of a faction of Nigeria Basketball Federation (NBBF), says the two-year ban imposed on Nigerias participation in international basketball competitions will after all bring about good results.

Mark, while commenting on the Federal Governments withdrawal on Thursday of Nigeria from international basketball competitions, said on Saturday in Abuja that the decision was regrettable.

But, as painful as it may be, I believe it will bring about some good results in fixing the problem we have on ground, he told the News Agency of Nigeria (NAN).

NAN reports that the Federal Ministry of Youth and Sports Development had announced that President Muhammadu Buhari had approved the countrys immediate withdrawal from all international basketball competitions for two years.

While the ban is regrettable, it is still a welcome development that will lead to the growth and development of the game at the grassroots in the long run.

This is not what we were actually looking forward to from the ministry.

But, be that as it may, if this is what it is going to take for us to put our house in order and fix the problem of Nigerian basketball, then we have nothing else to do but to embrace it, Mark said.

The NBBF president, who was elected at the federation board elections held in Abuja, did acknowledge that the decision was going to have a great effect on several players and coaches.

NAN reports that the other NBBF faction elected Musa Kida at another federation board elections held in Benin on the same Jan. 31.

Yes, it is going to be a huge blow on the players, especially our national players and the coaches, as well as other stakeholders who are involved in the game.

But, if this is the sacrifice that we all have to make to ensure that we get things right and get our basketball going, he said.

Mark said Nigerian basketball stakeholders have no other choice than to accept the decision taken by the Federal Government.

We dont have any other option but to stick with the decision taken by the President of our dear country, he said.

On the likely reaction from the Federation of International Basketball Associations (FIBA), Mark said he was confident the basketball world ruling body would respect the decision taken by the Nigerian government.

From my little understanding, I dont think FIBA will go against the decision taken by the government of any country.

They dont have any option but to go with what the government decides.

If the government says it is withdrawing its national teams from international participation, FIBA cant really force them to do otherwise.

They have their reasons for choosing to take that decision and FIBA have to respect that. So, I dont expect anything different from FIBA, he said.

The NBBF factional president however advised the Federal Government to ensure it followed through with its good intentions.

Basketball is one of the biggest sports in Nigeria and on the international scene Nigeria is placed very high in FIBA Africa rankings.

I want to believe that the government have seen through this properly before taking this decision and that it will follow through with the plans to resolve once and for all the problems that have been lingering in the Nigerian basketball family.

This problem has caused a lot of damages and hindered the growth of basketball in Nigeria, especially at the grassroots.

It will therefore be a thing of joy and happiness for me if the government can use this medium now to actually put an end to all this crisis in Nigerian basketball.

Lets have a good basketball for once that can actually take us to where we ought to be and bring much development as well as ensure the infusion of our home-based players with their overseas-based counterparts, he said.

Mark assured that the federation under his watch would not be distracted by the withdrawal but would rather continue to do what it has been doing for basketball in the country.

We have been running the Mark D Ball Championship since the beginning of the year and up till now.

We have been able to bring together over 60 teams and impacted the lives of over 700 players in the country so far, excluding the coaches and officials.

Not only that, thousands of the games fans and others in the business have had great times, with several business opportunities and gains made.

I think this is the biggest so far we have had in Nigerian basketball and this is what we have been doing, even before the pronouncement by the Federal Government.

We just finished with the Round of 16 (Sweet 16) of our championship and now we are looking forward to the Final 8 (Elite 8) as we gradually wind down to the Grand Finale where winners of the championship will eventually emerge, he said. (NAN)(www.nannews.ng)

Tonobok Okowa, the President of Athletics Federation of Nigeria (AFN), says regular competition will help in selecting the best athletes to represent the country at future International competitions.

Okowa said this during the closing ceremony of the third edition of the All-Comers National Athletics Championships on Friday at the Moshood Abiola National Stadium in Abuja.

The first edition of the All-Comers competition was held at the Samuel Ogbemudia Stadium in Benin in March.

The second edition was at the Yaba College of Technology Sports Ground in Lagos in April and third one is this one in Abuja.

The objective of it all is to select the athletes to represent Nigeria at the forthcoming 22nd African Senior Athletics Championships in Mauritius.

Many new athletes have now been discovered and picked. They have been making waves, competing with the older athletes, coming out with a given better time than the earlier one in the grassroots development programme.

I am therefore happy that this development is making way for the numerous younger ones who are getting pushed, he said.

Okowa noted that the best way to identify the young athletes is through a grassroots sports development programme.

The result is what we have seen here in this competition, he said.

The News Agency of Nigeria (NAN) reports that the two-days event began on Thursday and ended on Friday.

The 22nd African Senior Athletics Championships is scheduled to hold in Mauritius from June 8 to June 12.

The AFN president stated that athletes for the Federations Classics event would also be picked for camping.

He also acknowledged that the Federations coaches have been working very hard.

The federation is set to come up with welfare packages, both for the athletes and coaches, and the more they work the better they become.

Okowa however pointed out that there were no good facilities to help athletes across the country push their dreams.

The major challenge of the athletes in Nigeria is lack of facilities for their training ahead of any major competition, he said.

Okowa then urged state governments to starts thinking about putting on ground good facilities for athletes in their various areas so as to achieve their athletes dreams.

Speaking also, Samuel Onikeku, the Technical Director of AFN, said the objectives of the All-Comers competition have been achieved and many athletes have been discovered.

We have discovered some athletes and when we select the athletes we will release the list, latest by Monday for those that will go to camp.

Those athletes are to be picked based on performance, he said.

While enumerating the next plans of the Federations technical committee, he said committee members would be looking at how they were going to invite athletes to camp immediately. (NAN)(www.nannews.ng)

Mens Fellowship of the Redeem Christian Church of God (RCCG), Region 13, Edo, donated relief materials to Internally Displaced Persons at Uhogua, Ovia North East Local Government Area on Saturday.

Presenting the foodstuffs, toiletries, clothing and disinfectants among others, leader of the team, Pastor Bode Olojede, said the overture was part of activities marking the Fellowships convention.

Olojede, also the Assistant Pastor in charge of Region 13, said: we are starting the Redeemers Mens Fellowship convention, and we felt that the best way to start is to identify with the less privileged.

God has blessed us to be heads of families. We believe that there are people that have not gotten access to the kind of hospitality and enjoyment that we have in our families.

We need to bring it down to the basics. That is why we are here today to ensure that these children also have a touch of the blessings that God has bestowed upon us.

Olojede admonished the IDPs not to despair as their future was bright and they would live and grow to achieve their purposes in life and become future leaders.

One thing I know is that as the sun continues to rise and set, you will never fail in Jesus name. Your tomorrow will be bright.

Amongst you will be presidents of this country, professors, medical doctors, wives of governors and even first female governors, he prayed.

Acknowledging the gesture, Pastor Solomon Folorunsho, Coordinator of the camp said that the presence of the team was a great relief and inspiration.

Folorunsho said some of the IDPs were doing well academically in their schools, adding that there were about 157 of the former inmates currently in institutions of higher learning across the country.

He assured that management of the camp would continue to give its best, noting that the RCCG had been one of the camps biggest supporters.

With the calibre of people that came today to show support and inspire these children, and with the speeches and prayers, I know the children here have been inspired the more, he said.

Folorunsho appealed for more support for the IDPs from well-meaning individuals and groups.

We need people to sponsor and fund the education of those in school. They also need scholarships.

The Minister of Transportation, Mr Rotimi Amaechi, has inaugurated the five Governing Boards of Parastatals under the Ministry.

Amaechi, in a statement in Abuja on Saturday, said the board members would help restructure and reposition the agencies for a robust, transparent and accountable economy.

While inaugurating the boards, Amaechi charged them to work in line with the policy directives of the Federal Government aimed at assisting the Parastatals to achieve its mandates.

You are also charged with the responsibilities of measuring performance against targets and introducing broad policy measures that will curtail deviations and ensure that the targets are achieved.

It is expedient to note that the need to engender harmonious working relationship with the management of the various parastatals to achieve the objectives of the government is paramount, he said.

The minister warned the boards not to interfere with the day to day management of the Parastatals.

He explained that the minister in line with the guidelines to Administrative Procedures in the Federal Public Service (chapter 7), could exercise control over the parastatals at policy level through the board of parastatals.

He urged them to be acquainted with relevant government circulars and directives on relationship of the boards with their parastatals for a good and harmonious working relationship.

Amaechi also advised the boards to promote the tenets of prudence, transparency, accountability, equity and fairness in the discharge of their responsibilities.

Speaking earlier, the ministrys Permanent Secretary, Dr Magdalene Ajani said the role of the Board is a part time role.

You do not have offices assigned to you neither do you have vehicles assigned to you. You are called for meetings quarterly in line with the laws of the Federal Republic of Nigeria.

When meetings are called, facilities will be provided to make you comfortable for those meeting period and of course your seating fees will be paid.

As you are inaugurated and work starts, I am sure the ministry will have a more robust retreat session.

The session where we can discuss stakes that might have been disturbing or that will help you to support us better in the management of the agencies, Ajani stated.

Responding on behalf of the newly inaugurated Chairmen and Board members, Chairman, Governing Board of Nigerian Ports Authority (NPA), Akinwunmi Ricketts appreciated the Federal Government for giving them the opportunity to serve.

He pledged the commitment of the members to deliver on their mandates.

Librarians in Nigeria have called for the upgrade of the public library in the country to enhance development and improve service delivery.

This is contained in a communiqu issued at the end of the 5th Annual Conference of the National Librarian, Directors and Chairmen of State Public Library Boards in Nigeria on Friday in Enugu.

The theme of the conference is Nigerian Public Libraries in Achieving the Sustainable Development Goals (SDGs): The Journey so far.

The conference was held under the chairmanship of the Acting University Librarian, University of Agriculture, Umudike, Dr Isaac Ogbonna, and hosted by the National Librarian, National Library of Nigeria (NLN), Prof. Chinwe Anunobi.

It noted that most public libraries in the country lacked the requisite digital infrastructure to drive digital literacy and digital inclusion in their immediate communities to advance the objectives of the SDGs.

It stated that libraries should invest in professional learning and development to address identified barriers that hinder the digital needs of library users, including lack of staff knowledge and capacity to handle requests from their clientele.

According to the communiqu, most state public libraries operate disparate and moribund public library laws enacted in the 60s and 70s which are incompatible with current realities and hence have become obsolete and impracticable in the 21st century library and information service delivery.

This, it said, should be uniformly reviewed and harmonized in tandem with current realities and global best practices to enable them perform optimally.

It said that there is the need to improve low-level Information and Communication Technology penetration in communities and public library systems in Nigeria to effectively harness and advance the SDGs.

The communiqu further said that most public libraries in Nigeria seldom provided innovative programmes and activities that would make their libraries attractive to young people.

Most librarians in the public libraries are not well motivated and passion-driven and this results in low-level innovation and creativity.

Public libraries are not adequately funded to deliver efficient services and deploy sufficient information resources required for the attainment of the sustainable development goals.

The libraries should make provisions for innovative programmes, activities and services such as games corner in the library, smart scientific spaces to leverage on science and technology for community development.

The digital literacy is imperative to the attainment of sustainable development goals and State governments in Nigeria are enjoined to provide digital infrastructure and facilitate wide-ranging digital training and capacity building for staff of public libraries in their states, it appealed.
